History/Background

The organizational meeting of the New England Association of City and Town Clerks was held in Auburn, Massachusetts at the Yankee Drummer Inn on December 8, 1967 with George B. Wellman, Town Clerk of Watertown, Massachusetts acting chairman, presiding.

Ninety-six clerks from various New England cities and towns attended the meeting.George Wellman, who must go down in history as the founder and prime champion of this great organization, was unanimously elected its first and very distinguished president.

Whereas, each state operates under distinct and sometimes dissimilar legislation, rules, regulations and procedures, it was the conviction of our founder that New England City and Town Clerks shared more common problems and experiences than other sections of our country and that it would be to the mutual benefit and advantage of all New England Clerks to form an organization for the purpose of exchanging opinions, concepts, skills and experiences which would advance and increase our knowledge and efficiency of our duties and administration of our respective offices.
